New Orleans, LA. RADM Robert Duncan's from the 8th Costal Region, Flotilla 3-9 were asked to serve in the Honor Company during the Change of Command and Retirement Ceremony for RADM Robert Duncan. The Change of Command Ceremony is a time-honored tradition that formally restates to the officers and the enlisted personnel of the command the continuity and authority of the command.
