Portsmouth Harbor, New Hampshire. Portsmouth Light Flotilla 28 Commander Ken Cookson presents award and ribbon to Division Captain, Peter de Puy. Flotilla 28 has approximately 90 members and meets the first Thursday of the month at USCG Station Portsmouth Harbor.
